There is Tentacle Sync Studio that does this for you but it is Mac Only. Maybe Davinci Resolve can export an XML for Premiere

The latter; "include Tentacle scratch track on camera audio" is already available. Check Leep Camera Audio, bottom right. Selecting Deselecting tracks is not. You can do that on the audio recorder. :-)...
